All water-level monitoring prgrams depend on the peration of a network of observation wells. Decisions made about the number and locations of observation wells are crucial to any water-level data collection program. The need for national groundwater monitoring has been recognized by organizations as a major data gap for managing groundwater resources. 

The benefits of a National Groundwater Monitoring Network will provide an improved foundation and context at the naitonal and regional level within which to interpret data from various data collection efforts. It can generate an on-going time series of groundwater levels and water quality data necessary to evaluate the status and trends of a country's groundwater resources.
