Groundwater regulation is required in order to control groundwater development and activities that might compromise groundwater availability and quanlity; to address increasing competition and conflict between groundwater users; and to control the increasing threat of groundwater pollution. 

Groundwater regulation has provisions for issuance of water rights or water permits with accompanying conditions to any activity that may affect the quantity and quality of groundwater. Anybody granted a right or permit by the groundwater regulatory agencies has therefore to ensure that their groundwater activities that might compromise groundwater availability is adjusted to the permit conditions or they will be penalized.
